Step 1

Open the image then go to Gradient Tool

Step 2
After that,click the button and choose Special Effects and click Append

Then,

After create new layer. Press Shift + Ctrl + N. Then, click the Radial Gradient (Red Box)

Now, time to start to drag your mouse. See the example:

Retouch the rainbow like that. Go to Eraser Tool and erase it.

Step 7

Change the Rainbow layer Normal to Screen

Step 8

Go to Filter > Blur > Gaussian Blur. Setup 24.2 pixels then click OK
